Mad Hatter and Scarecrow.

Jervis Crane is a master of mind control... He utilizes a fear toxin he created to first make his victims loose their minds all together, and then in their state of delusion he places them under his power using any one of his many mind-control inventions. Completely insane, he is a victim of his own devices.
